How to limit an AVD user from opening the same publish app multiple times?

This is very useful from the app level. We are actually looking for an approach from the AVD level, without modifying codes. Looking for options on Azure AVD Host Pool, App Group or App level, to limit one user to open the same publish app multiple times.
