If disabling OneNote integration removes the error, I would first determine whether OneNote actually needs to be redirected into the ODFC container.
In current FSLogix configuration, IncludeOneNote and IncludeOneNote_UWP default to 0, meaning OneNote content isn't redirected unless explicitly enabled.
If OneNote isn't required in the ODFC container, leaving it disabled is reasonable.
If it is required, update to the current supported FSLogix version and reproduce with a clean test profile. Then check the ODFC logs and confirm the expected OneNote folders/registry data exist for that user. Microsoft currently documents IncludeOneNote as an optional ODFC setting.
