Error: User is not authorized to query the management service

What is the exact workaround for this issue? My account has all the correct permissions assigned but still getting the error.

 

I can login successfully to the server via RDP however, I get "It looks like your Admin hasn't set up any resources for you yet. Try again later or contact your admin." when I log in via RD Web Client.
