Disable drain mode when using scaling plans

I'm trying to figure out a way to utilize scaling plans/schedules to power off all VMs in a pool, but Drain Mode gets enabled for each host when it is shut down, which then causes "Start VM on connect" to fail.  I'm still trying to wrap my head around the scaling plan schedules and the ramp up/down, so maybe I am missing something in the settings.
