Custom Image Template for AVD fails because of Windows Update

For anyone still having issues, Microsoft has released a patch for this. I described the steps for remediation on GitHub https://github.com/Azure/RDS-Templates/issues/793 . Hopefully this helps anyone out there to fix the issue.
