Conflicting info about AVD RemoteApp licensing for frontline workers

Hi.. at least you need one Windows Enterprise E3 or E5 for each user to be eligable to access AVD. This License is included in diffenrent "packages" as well as in the F3 bundle ! F3 is eligable for AVD!

Thank you, we believe there was also some confusion about this because in the M365 portal, under the M365 F3 features, we see this described as:
Windows Enterprise 10/11 E3 (Local Only)
What does Local Only mean?
Does it have anything to do with Azure Virtual Desktop RemoteApp? By wording alone, "Local Only" seems to suggest AVD would not be supported since "Remote Desktop Protocol" is, by nature, the opposite of local. I imagine there must be some other explanation for what Local Only means but haven't been able to find much supporting documentation that lays it out.
