AVD Deployment Failure
This error occurs because there is another operation that was performed during the same time and its results in the conflict error. You can try deploying with PowerShell. https://docs.microsoft.com/en-us/azure/virtual-desktop/manage-resources-using-ui-powershell

I worked with MS Support to resolve the issue. Although it wasn't clear what the issue was, the error pointed to the failed installation of an extension that did not exist. You can see the failed extensions under "Extensions + applications" when you navigate to the VM. Also, existing users have to change their password before successsfully signing into the VMs whether via the web or RDP client. We figured this out as all accounts created up till before and for the AVD deployment couldn;t sign in but the one created after deployment was able to sing in. Then we changed the password of an existing user account, which worked, Then we did it for others with the same results. There we have it.
I hope this is resolved to avoid requiring this password hack because it's just not scalable!.
