AVD Client Alt-tab on Remote Not Working on Windows 11

Previously I used AVD Client to access remote Windows and Linux machines on Windows 8. There, if I selected the option to send windows key combinations to the remote machine (either all the time or in fullscreen only) the option was respect. Since installing Windows 11, no dice. Alt-tab (among other things) is always intercepted by my local machine.

I work on a large scale clinical trial where we expect users to do all their computation on VMs managed via AVD because of personally identifiable data issues. At present, the inability to forward key combinations constitutes a major usability problem for the project.
