WOW that is a push, have you ran any optimisation prior to deployment.
StevenRdid you ever land on a definitive solution to this? I have read this entire Thread, and others I've found on the topic... Doesn't seem like anyone has landed on the Ultimate fix for this.

If you run on 21H1 or newer, also make sure your running latest FSLogix, you should be fine now as I no longer see these issues in any of my deployments over the last 4-5 months, there were quite a number of updates from Microsoft that came out specifically addressing these issues.
