Read-Only database replication to a different network -Managed Instance

We have databases on Azure Managed SQL instances and we are looking to replicate in real time or delay to enable customers to be able to get access to the databases outside where the existing database is stored. Two things we need to accomplish:

1. Copy/Replicate the SQL database from a Azure SQL managed instance to another SQL managed instance in another network.

2. Give them secure access to the database from their office networks to connect various read-only apps (various reports applications, integration tests, etc.)
