ODBC Connection to Azure SQL Database

I have an MS-Access database that links to an Azure SQL Database. I recently migrated a user from Hybrid to cloud-only and now he is unable to connect. When I set up the ODBC I get the following error.

I have tried all the azure authentication options with the same error.

I do have a cloud user that can connect just fine, but he was created within Azure as a cloud account.

• Reinstalled ODBC 17 driver
• auto-pilot reset the machine

any other ideas? I opened a ticket with MS also.
