How to give access to random user to access data lake storage from database

I have created my azure synapse workspace in that i have data lake storage and and i want to give access to random user so that they can access these data lake tables from database but without any domain name or any organization id 

I have tried most of the ways but failed to all.

Simply requirement is need to create a sql login and user and that user will have a permission as Storage Blob Data Contributor or Reader
