Unable to Save Governance Workflow

I am trying to create a new Governance Workflow 'Data Access Request' in Purview.

I have validated the workflow and applied it to a collection. However, when I click 'Save & Close', it presents the following error message:

Error Code: Workflow.WorkflowDefinitionError.WorkflowDefinitionAuthorizationError.UserDoNotHavePermissionToEditOrDeleteWorkflowDefinition
Message: User 05ffa6b3-9edd-4e03-9797-cb67dfe5c3b1 does not have permission to edit or delete workflow definition

I have the Workflow Admin role. What permission do I require in order to save this workflow? Thank you.
