Question: Does the 'Content Explorer Content Viewer' role assignment not grant users the ability to view the contents of record versions that are stored in the Preservation Hold Library?
Additional Detail(s): If a record retention label is configured to require disposition review at the end of its retention period, and record versioning is enabled at a tenant level, any 'versions' of the record that are created by unlocking labelled item(s) are stored in the Preservation Hold Library (PHL) which are then also routed through disposition review at the end of their retention period (per clarifications made through recent updates in the online documentation here).
As part of the disposition review, the URL links for these 'versions' from the PHL which are listed within the 'Disposition' tab in Compliance center appear as direct links to these items within the Preservation Hold Library (e.g., /sites/SITE/PreservationHoldLibrary/Records/...). As this library is only accessible to Site Admins, a typical 'Disposition Reviewer' (who may not necessarily be an Admin on the site) does not appear to be able to view the contents of such versions despite having the 'Content Explorer Content Viewer' role assigned.
NOTE: These users do appear to be able to view the list of all versions pending disposition -so the Content Explorer List Viewer permission seems to be working as expected. Per guidance in this article, the Content Explorer permissions assignments should supersede any local permissions assigned on items - so is it a fair expectation that the Content Explorer Content Viewer should also grant users the ability to view the contents of these versions?
