Purview EXPORTS unreliable and missing "Top-of-information-store" folder

1. Have you reviewed the Export considerations to confirm the export doesn’t fall under any scenarios where content may be excluded (for example, DLP‑restricted items, locked SharePoint sites, or access limitations)?

2. It’s also a good idea to review the best practices for downloading export packages, as download or extraction issues can sometimes lead to incomplete or unexpected results when opening PST files.
