Migrating from SP Records Centers - questions about licenses

I work at a small non-profit.  We can't afford the E5 licenses so we've been using SharePoint Records Centers to handle life cycle and retention for our important documents.  I saw the announcement that Microsoft is going to start deprecating Records Center functionality in the next year or so.  

Microsoft suggests moving to Purview and using Data Lifecycle Management and Records Management to replace the functionality we had with the SharePoint Records center.  But as I mentioned, we can't afford to give all of our users E5.

My question is whether ALL users need E5 licenses, or just the team that will be setting up and managing the Purview features we will be using.  If we can have a small team on E5 who sets things up for everyone, that could work.
