Is It Possible to Block Specific URLs in Microsoft Purview?
Based on our observations, Microsoft Purview does not seem to have a direct option to block specific URLs. However, we can restrict activities at the domain level and generate alerts for such actions.
We would like to know if there is any way to enforce URL-specific restrictions within Purview. If anyone has insights or workarounds, please share your thoughts.

If devices are onboarded to MDE and all prerequisites related are configured, IOCs can be used to block URL

I'm not sure I understand the scenario. Purview is the set of compliance features, perhaps you mean blocking specific URLs for Defender? If that's the case, you can use the Tenant's allow/block list (TABL) feature: https://learn.microsoft.com/en-us/defender-office-365/tenant-allow-block-list-urls-configure#create-block-entries-for-urls
