Groups and Sites option is disabled with E3 license

Have you run the script and getting EnableMIPLabels = True?
Normally this is disabled by default and you have to enable it by running through the process in the links you have sent, I have have found sometimes it just works and other times it can be tricky to enable. I don't believe only having an E3 would stop this however you could try running the E5 trial and running through the process again (I have only ever worked with this when I am working with E5 accounts)
