Hmm that is strange, communication sites are supported in retention policies.
Do you see any communication sites or is it just empty?
Would it be possible to share a screenshot of how it looks when you try and search for a com site in the retention policy?

Seems to be working now even though it hasn't for days. Yet another one of those strange MS bugs
