Endpoint DLP - Different Block with Override notification for ZIP files

Hi, I am exploring the use of Endpoint DLP for restricting upload of files to unauthorised domains. I have set up a DLP policy for Endpoint only, and the rule is to "block with override" uploads of all files types (i.e. word processing, spreadsheet, presentation, archive and email) to onedrive.live.com (Personal OneDrive).

I have configured the policy to require user justification to override. Here are the screenshots of the rule in the policy:

When I try to upload a non-ZIP file (e.g. DOCX, PDF, XLSX), I get the expected block with override notification with text box for justification.

However, when I upload a ZIP / 7Z file, though the upload is still blocked, the notification is not customised and it did not require me to enter a justification to bypass.

Is anyone experiencing the same and would anyone have found a solution to this?
