Encryption disappears in Outlook - Sensitivity Label not working

Scenario 1: When an encrypted email is forwarded, Outlook creates a new message. If the sensitivity label is not automatically re-applied on forward, the new message is sent without encryption, even though the original content was encrypted.
Scenario 2: Sensitivity labels are applied at the message level, not the conversation level. Replies and subsequent messages are new emails. If the label is not reapplied (manually or automatically), encryption is dropped.
