DLP, Labels and Tracking

If I use a label I should be able to track the document with that label and take/prevent action based on it.  But if a user removes the label, I lose all that.  Are there other ways to track a document outside of relying strictly on the DLP product here?  I'm not overly impressed with it as I don't have a budget to hire a team of people to write and test custom regex all day.

How have others with less of a budget tackled this?
