Thank you for posting your issue. The protection settings you'd see there are based on 2 things:
1) Default templates created by Microsoft that would appear if you have enabled Azure Rights Management Services
2) Microsoft Purview Information Protection Sensitivity Labels you have created (formerly known as Azure Information Protection) that have encryption enabled and have been scoped to Items (files and emails).
Because this menu is blank for you, the most likely cause is that you have not enabled Azure Rights Management Services nor have you created any sensitivity labels, but this can quickly be resolved.
I'd strongly recommend following this link in detail for confirming the status of Azure Rights Management Services in your environment. This requires some PowerShell and I believe you'd best suited to read the article before running any commands to make sure you do not miss a step.
