Hi Jimmy, I had the same issue in my MS Compliance Manager as well. The Assessment Templates tab is not there but I have accessed to that tab before and modified some templates before.
This might be you need the MS Purview Compliance premium license to show that tab and allow you to modify the pre-built templates.

- I actually created a MS ticket and was told the feature was removed, you can no longer add your own templates. If you get any more info regarding this please let me know because I wonder why they would remove this feature, but again I was told that you can submitt regulatiosn to the team and they can add them if they decide to.
