The communication compliance policy needs at least 24 hours before it could take effect: https://learn.microsoft.com/en-us/purview/communication-compliance-policies#policy-templates.
For example, if you create an inappropriate content policy at 11:00 AM, the policy gathers communication compliance signals every 24 hours at 11:00 AM daily. Editing a policy doesn't change this time.
