You cannot terminate Azure ExpressRoute BGP sessions directly on a Cisco Meraki MX or on a Meraki MS LAN switch. Meraki MX appliances only support limited eBGP for AutoVPN route exchange and do not provide the QinQ subinterface or advanced BGP policy control required for ExpressRoute.
