Transfer an enterprise account to another enterprise account

Hi all,

I'm new here.  I am researching and was wondering is Transfer an enterprise account to a new enrollment essentially transfer of ownership? 

 

I'm researching how to transfer one EA, ownership and billing to another EA, owned by a completely different entity.  

 

I've stopped at "Transfer Azure Enterprise enrollment accounts and subscriptions". I believe I'm at the right spot to begin reading.  Are there any other links you all may suggest?
