Hi - apologies for the delayed reply. If you are looking to serve many non-IT departments with a shared analytics infrastructure, I would look at Power BI Premium.
1) As you can see in our standard recommendation for advanced analytics, Power BI is usually the layer at which non-IT users model and analyze data: https://docs.microsoft.com/en-us/azure/architecture/solution-ideas/articles/advanced-analytics-on-big-data
2) The Power BI team is working on chargeback reporting based on granular usage: https://docs.microsoft.com/en-us/power-platform-release-plan/2022wave1/power-bi/chargeback-reporting-power-bi-premium-administrators
3) Departments can specify their own data storage if you're not using a centralized data warehouse/lake/lakehouse across the organization, and lineage analysis within Power BI (as well as Azure Purview) provides traceability and governance.
