Yes, this is out-of-the-box integration between Azure Key Vault and on-premises Oracle databases. However, there is a supported and increasingly common architecture where Oracle Key Vault (OKV) acts as the primary key manager for Oracle databases, and Azure Key Vault is used as the Hardware Security Module (HSM) or upstream key store.
