Move Resources Between Subscriptions and Resource Groups

You can use Azure resource Mover the new functionality that Microsoft has launched ref this URL for more details

- Azure VMs and associated disks
- NICs
- Availability sets
- Azure virtual networks
- Public IP addresses
- Network security groups (NSGs)
- Internal and public load balancers
- Azure SQL databases and elastic pools
Azure Key vault is currently seems not supported by Azure Resource mover hence ref to this article for more details on how to migrate
