Move Region Canada East to Canada Central

I have about 100 VM with disks and LB, Vnet (200+ object) to move between region

The main reason is that Microsoft doesnt want to increase the quota on the Canada East DC at the moment.

The VM were migrated from vmware and not all WAAgent are running, therefore ASR is not working seamlessly.

Is there a way to lift and shift offline everything including VNET etc. The ressources could be shutdown 72h.

Any ideas appreciated
