download file for supplier

Hi everybody,
a my customer would like to make available to his suppliers some documents, classified in folders with the name of the supplier, to be able to download them.

Basically:
create the folder tree with the documents inside, decide for each supplier which folder can see and download the internal files.
Each access must be managed by credentials.

I am looking for the most correct way to do it.
I saw that with Azure File you could do something like this, but I don't know if:
- I use my Azure account and use my tenant
- I use my Azure account and create a new tenant to make my customer work with his suppliers.
- I create an Azure account for my customer and manage everything from there

What do you advise me to do?

It is a service that I would like to create and resell to my customer.
