Delete Billing Profile/Billing Scope
There is no way to delete a billing profile or billing scope in Azure. Users can create a billing scope when setting up trial services but there is no way to purge these billing scopes. Why is this not possible?
Yes, this is yet another one of Microsoft's completely mind boggling decisions/issues (I'm unsure which one it is) but either way, if it's intentional, it's completely moronic, and if it's a limitation of how they designed the system, it's shortsighted and poor coding design. Either way, it needs to be fixed.

Thanks but those don't work. Step 5 in the steps below from one of the posts, the delete button doesn't exist. I did reach out to support and they said there is no way to delete a billing account. You can orphan it which can help but there is no way to delete.
Sign in to the Azure portal with your Azure account credentials.
In the left-hand menu, select "Cost Management + Billing".
Select "Billing accounts" from the left-hand menu.
Select the billing account that you want to delete.
In the billing account overview page, click on the "Delete" button.
Follow the prompts to confirm that you want to delete the billing account.

You're right, Azure doesn't let you delete billing accounts. Even though some guides mention a "Delete" button, it doesn't exist.
Here’s a simple workaround:
Remove Subscriptions: Cancel or transfer all subscriptions linked to the billing account. This makes it inactive.
Disable the Account: You can ask Azure Support to help disable the account so no more charges happen.
Remove Payment Methods: Remove any payment methods to prevent future charges.
You can’t fully delete the account, but doing these steps will stop it from being used.
