Default Domain Policy in Azure Active Directory Services - How to edit

Is it possible to edit the Default Domain Policy when using Azure Active Directory Services without a domain controller?

The permissions on the policy restrict writing to basically Domain Admins and Enterprise Admins, which are not editable groups in Azure AD when looking at them in Active Directory Users and Computers.
