To my best knowledge, Azure Passes are limited for training purposes (bundled with Courseware or requestable by Microsoft Certified Trainers). If you just want to learn Azure, you can create a free account on Microsoft OpenEdx (https://openedx.microsoft.com/). For the more advanced labs, you get precreated logins with a subscription, so you can follow the exercises in the labs.
