Azure user management

Hello,

Can I manage users in Azure? Give them the rights to manage Windows 10? How to block ability for users to manage another users?

Example:
PC - One local user "Admin" + Azure login "user"

User CAN install programs and applications without Admin password but CAN NOT manage the users in the control panel. (Change password, remove users etc)
How to do that? Azure can help with that?
