Azure Backup Does Not Appear System State Option

Are you referring to the Azure Backup for File and Folders? That will
only backup folders /files you select and I don't believe you can do a
system state backup. You can try the Azure IaaS backup on the Azure
platform itself. That uses VSS to backup the entire VM. hope that helps
