Cannot verify email
I have put in a request for quota to deploy an OpenAI model. I was then sent a link to verify my email address - I've signed out everywhere, tried incognito windows in multiple browsers, copied the link out of the email and pasted it into a browser etc. but when I click the link to verify I always get:
The request is blocked.
Any ideas?!

You have ruled out a normal browser-session problem: fresh sign-ins, private windows, and copied links all reach “The request is blocked.” That points to the verification request or Microsoft’s endpoint, not model deployment configuration. Request one new verification message, use only the newest link, and open it while signed into the same tenant and account that submitted the quota request. Avoid a VPN, proxy, or URL-rewriting mail-security service for that test. If it fails, capture the UTC time, quota-request identifier, and error-page trace identifier. Do not publish the verification URL or token. Open an Azure support request from Help + support, choose the Azure OpenAI quota request as the affected service, and ask for the verification request to be reissued or investigated. Repeated quota submissions can create multiple expiring links, so stop retrying older messages. There is no documented self-service method to bypass the verification step safely.

A few people have reported this same issue with Azure OpenAI quota requests. If the verification link returns“The request is blocked” after trying InPrivate mode, multiple browsers, and different networks, it appears to be an issue with Microsoft’s verification endpoint rather than anything on your side.
I’d avoid repeatedly requesting or opening new links, since repeated verification attempts can trigger or extend a temporary block. Instead:
Try the newest link once using a completely new Edge browser profile with third-party cookies allowed.
Make sure you are signed in with the same email address entered on the quota request.
If it still fails, capture the reference ID shown on the blocked page, the UTC time, your tenant ID, subscription ID, and quota request ID.
Submit an Azure support request asking Microsoft to reset or manually review the email verification workflow.
At that point, Microsoft guidance indicates that service-side review is required, so recreating the request or continuing to retry the link likely won’t help.
