Did you also take a look at the Azure Advisor?
You can find it easily in the Azure Portal when searching for Advisor.
You can create Advisor Recomendation digests there and let them send to a specific action group on a weekly basis.

- Performance
- Cost
- Security
- Reliability
- Operational Excellence
