Holding company with multiple tenants

Hi VI_Migration, I apologize it took a while to get back to you as I needed to get the answer from someone within engineering. This is what they said:
"This question is internally inconsistent, and the answer depends on which of the mutually exclusive descriptions are true. Microsoft does not allow cross-tenant data flows. Therefore:- If they are truly separate tenants, then the holding company cannot directly access data -- they'd need to use Insights on each tenant.
- But if they are merely separate mail domains within a single tenant, then the holding company can see everything."
