Does 'Generated workload email recipients' metric includes the people copied on the email?

Hi team, 

I was wondering if Generated workload email recipients metric includes the people copied on the email as well. 

I figured it is one of the metrics used to generate Email Load insights in Ways of Working Assessment template, but I'm not sure how the number of recipients is measured.
