Replying this question in 2026. I still don't think there is an easy way to replicate a MS Access database + Forms to any other Microsoft product. Simple answer is yes, it's doable BUT it will take a lot of effort. If your company's goal is saving time and energy, finding a reliable stable solution for keeping all the hierarchical data then there is nothing else to use. Microsoft List + Power App will just making the easy thing a way too complex.
