Access broken after Microsoft 365 update on Windows 11

Local admin account, no domain

When I try to open any Access DB I no longer get any menu options except PRINT.

I have to open the Access app with Run as Administrator, find the DB, and open it that way to get it to open normally with the ribbon, tables, and such... I can't just click the DB to open it as before. I have tried to repair / uninstall Access. I have also played around with UAC to no avail. None of my other office products have this issue or require any special steps to open. Any ideas would be appreciated greatly..

Yes, I had the Access 2007 Runtime installed required for a .NET application. I uninstalled it, repaired the 365 installation, and reinstalled the 2007 runtime. It works now.. Thanks for the response, that got me thinking about that runtime install.
