Windows 11 update keeps spinning
Go to Settings, click Advanced Settings, and uninstall the updates that can still be opened. I searched online for many methods, such as modifying the registry, but none of them worked. I don't want to reinstall the system.

Try to reset Windows Update, see if it helps:
Before doing anything drastic, give it some time. A major feature update can take several hours (even 2-4+ hours) on older or slower hard drives (HDDs). If the circle is still spinning and the hard drive light on your PC is blinking actively, it might just still be working.
