exchange12rocks there is now a long term debate on this. It is stated that it requires WS Datacenter EA under SA or WS CSP Subscription, second that. Yet for some reason it also works with all other licensing programs that include SA from Volume Licensing (OPEN, MPSA etc).
Statements on docs are copy paste from Product Terms. It is not easy to find someone at Microsoft to adjust product terms and add more clarifications.
Starting this year, if you do not look to upgrade WS workloads to the latest WS OS every 2-3 years, you can also adopt Windows Server OEM for Azure Stack HCI (while I would wait for the 2025 OEM offering for Azure Stack HCI) giving you many of the same benefits. You might want ask Dell for more information.
