For Autopilot enrollment, there are two options to perform provisioning without being linked to a user:
- Setting "Deployment Mode" to "Self-Deploying." Because this option is still in Preview stage and there may be unexpected change to its functionality, we cannot officially support it yet. However, please feel free to try this out and let us know if you run into any issues with it. We will reach out to the team that owns this feature to explore how we can integrate with each other to provide better support for our users.
- Using "Allow pre-provisioned deployment" option. This option is supported by Autopilot. Please feel free to use this and if there are any issue using this mode, please reach out to us either here or through the Customer Service and Support process in Intune.

As for Compliance Policies, you can assign devices into a Microsoft Entra ID group and assign the group to a compliance policy. Doing so, the compliance policy will target the device instead of being tied to a user.
