This is going to sound crazy, but this is what I had to do to upgrade to WIN 10 Pro Ver. 1909. Every time I get a new laptop, I install new hard drives (Samsung 970 Pro 1TB SSD M.2 NVME's in the case) and then reinstall only the applications & software that I want / need. My new HP ZBook 17G6 laptop computer + Windows 10 had been especially “painful” in trying to get all of the older & newer software programs to play together nicely. Once thing that I noticed after doing some research during multiple errors in trying to get the problematic (many Microsoft complaints) Windows 10 update version 1909 to cycle through was that for some reason you must have at least 13 MB free on the smaller protected WIN 10 partitions (see online blog attachments & articles). I had to buy a partition software program to be able to access the hidden partition to be able to make the change from 11 MB fee to 22 MB free. Prior to the above suggestion while in version 1809, the update had downloaded a number of times but would not install. I hope this helps resolve your problem. Everything has been fine with updates since then, but I am not upgrading to Version 2004 due to many reported horror stories...
