If you are talking about the enablement package update, then yes, it is faster, as it only enables previously installed features. I've read one article/interview with MS a few months ago that this was a one off experiment and probably won't be applied for future updates (like 2009 version). But yesterday i read another rumor that 20H2 (2009) might be the same.
Though to receive the benefit of faster installation you must have previous to last update. E.g. to have 1909 installing fast, you already must have 1903. If you install 1909 on top of 1809 version, it will be the same process like with all previous feature updates, which takes long, requires a few restarts. So, if 2009 will have an enablement package, you will first have to update all PCs to 2004 (20H1 will use this number) and then 2009 enablement package will take less time to install comparing to a full feature update install time. That is, if rumor is true about 2009 being the same as 1909.
