1. Why do you mention 25 policies, but list only 24? (ctrl+f - gp name)
2. Why do I have only 18 policies in this folder in Windows 11 Pro build .376?
I wish your screenshot was showing the folder content for comparison.
3. Are the "legacy" group policies still supported in Windows 10 20H2? What about Windows 11? (Ofc the question is not about those you described as 'was not implemented on Windows 😉 I understand that Microsoft does not recommend using the now legacy policies. My question is about them being supported, not your recommendations.
