Well, i guess time will show 🙂 I have approved "Windows 11, version 23H2 x64 2023-10B" to a new group and added a few machines with 22H2 to it. Then i went to home page on WSUS and briefly saw it downloaded something around 3 MB. When checking for update on these machines it took maybe 3 minutes to download and install and then restart. So, in this case it was Enablement package in action.
I don't have any test machine for now to test the Windows 10 upgrade path. But i've been approving same sort of packages for 22H2 every month to a group used to upgrade PCs from 10 to 11. And as it is working, i guess it has downloaded full package at some point to deliver to Windows 10 machines. I don't mind it being one package in WSUS for both cases. Less things to look for and approve. Just was puzzled a bit at first.
It was a year ago and i don't recall exactly now, but it might have been the same case when going from Windows 11 21H2 to 22H2. I think i was also surprised back then to only see one package. I know that all changes are already in place with CU updates since September. But with Windows 10 we used to have separate update and enablement packages.
